The Chief Minister is the Minister-in-charge of the Department and is assisted by the Advisor, DUDA. The Commissioner & Secretary is the Administrative Head of the Department and is assisted by the Joint Secretary,  Deputy Secretary, Under Secretary & other Ministerial staff. At the Directorate level, the Director is the Head of the Department and is assisted by officers and staff. Initially, officers & staff were drawn from different Departments & brought on attachment or deputation along with posts and a separate Engineering wing attached to the Directorate. The Department is in the process of building up its own cadre of personnel. The Directorate is in Kohima and there are 2 (two) other District offices in Mon & Tuensang Headquarters headed by the Sub-Divisional Officers.
